It sounds exactly like the situation between the Israelis and the Palestinians. The Israelis don't want peace, so they sabotage all efforts to make peace. The US wants war, so we sabotage all efforts to prevent war.
There will be war with Russia. May our children forgive us for what we are allowing "our" government to do.
