The "rules" of the COG measures are classified, and not even Congress has been allowed to see them. The Supreme Court has never ruled on their legality or constitutionality.
However, it is widely believed that these COG measures allow the President to suspend the Constitution in the event of emergencies, including unspecified emergencies, as he sees fit. This possibility has been confirmed by several unclassified executive orders.
Congress, although by law required to debate and vote on the reason(s) for and the continuation of the so-called state of emergency has never done so.
This is why Obama ad-Dajjal has been able to do anything he wants, because the COG/State of Emergency supposedly allow him to do so. Congress, in truly cowardly fashion, has allowed this situation to go unchallenged. I suggest this is so because they silently approve what is happening and want the President to openly suspend the Constitution and rule by decree.
I predict this will happen soon. One of the following "disasters" will be used as the pretext:
- A prolonged government shutdown, or
- A prolonged Congressional logjam, or
- A wide scale terrorist attack, or
- Civil unrest, possibly that which will follow one or more of the aforementioned disasters.
The bottom line is this: don't bother to argue what the US Constitution does or does not allow. IT HAS ALREADY BEEN SUSPENDED, and the powers that be can literally do whatever they want.
And we the people no longer have any effective tools with which to challenge the ongoing coup d'état which began on September 11, 2001.
