Why did this happen now?

Things have been relatively quiet for the almost twelve years since 9/11. Then within the same week, the following happens:

• A climactic, failed effort in Congress to enact gun control
• The Constitution Project releases its report on the torture of detainees
• There's a terrorist bombing in Boston
• Ricin-laced letters get mailed to Washington, DC

We need a good explanation why these events all happened at once. If we don't get one, the conspiracy crowd will never be satisfied.
