Who drafts legislation?

If you will recall Civics 101, in our system of government legislative bills are introduced into the House of Representatives or the Senate by the members of those institutions. The President does not draft or introduce legislation; this is part of the so-called "checks and balances" of our system.

Why then is there shit like this in The New York Times?

Dear "President" Obama ad-Dajjal: Perhaps that is the way they do things in Kenya, but the last time I looked this was still the United States of America. We don't care if you don't get your way, 'cause the system isn't designed to always do what you want it to do.

Why are we tolerating this crap?
